Field Scribe Pack for LTX3

BLUF: Adds additional layer of utility to the LUGGAGE TAG X3 (LTX3) by facilitating carry of mini Sharpie.  Quickly jot down notes, license plates, descriptions, etc., then use alcohol pad to erase for next time (note, some remanence of writing may remain visible after application of alcohol and cleaning).
